An application for the administrative procedure can be submitted:

• through the unified portal of electronic services → E-Pasluga with non-strict authentication

·         by personally contacting the registering authority → Territorial Citizenship and Migration departments

Sunday and Monday are days off for territorial departments for citizenship and migration.

To submit an application for the administrative procedure, you are required to:

1. log in to the UPES using non-strict authentication (by login and password or using external authentication services (Apple, Google);

2. The administrative procedure will be available in your personal electronic account;

3. Fill out the electronic application form, attach the necessary documents and send the application to the authorised body for review and making an administrative decision.

Features of obtaining: 

• Foreign citizens and stateless persons arriving in the Republic of Belarus are required to register with the registration authority at their actual place of temporary residence within ten days, excluding Sundays, public holidays and other holidays established and announced by the President of the Republic of Belarus as non-working days, unless otherwise specified by the aforementioned Law, other legislative acts and international treaties of the Republic of Belarus.
• This administrative procedure may be carried out in electronic form through the unified portal of electronic services upon application of a foreign citizen or stateless person who entered the Republic of Belarus at border crossing points through the State Border of the Republic of Belarus.
• For foreigners who have entered the Republic of Belarus from the Russian Federation, registration at the place of temporary stay is not carried out in electronic form.
• The date of entry into the Republic of Belarus is considered the date of stay in the Republic of Belarus. To obtain registration in electronic form, we recommend that you submit your application in advance.
• When filling out the application for temporary stay registration, the surname, given name(s), date of birth, gender, citizenship (nationality), series and number of the document for travelling abroad must be indicated in strict accordance with the data specified in the document used for entry into the Republic of Belarus. The reason for entry into the Republic of Belarus must also be correctly indicated.

The following information is entered into the application form:

information about a person temporarily staying in the Republic of Belarus;

information about the identity document;

information about the health insurance policy;

information about the visa of the Republic of Belarus;

information about the address of temporary residence;

information the person applying for the stay of a foreign citizen.

Documents needed to fill out the application:

• Passport / Travel document / Certificate confirming the identity of a foreign citizen or stateless person / Certificate of subsidiary protection / Certificate of registration of the application for refugee status, subsidiary protection or asylum

(information should be entered as it appears in the document):

• Only in Russian → write in Russian
• Latin alphabet available → use it

• Insurance policy, or a notification reproduced on paper, or a document confirming the existence of a health insurance contract concluded with a foreign insurance organisation - for foreign citizens and stateless persons subject to compulsory health insurance

Decisions are made in real time on a “request-response” basis

On a free-of-charge basis in accordance with legislative acts of the Republic of Belarus (laws, edicts, decrees of the President of the Republic of Belarus)

Foreign citizens or stateless persons for the purpose of registration of temporary stay on the territory of the Republic of Belarus

The result of the administrative procedure is an electronic message:

administrative decision to refuse to accept the application of the interested party

administrative decision to refuse to carry out the administrative procedure;

administrative decision to issue a document on a single invitation of a foreign citizen or stateless person to the Republic of Belarus

- At the address (the address of the temporary stay of a foreign citizen is indicated) ______________________;

The consumer is given the opportunity to save registration details (format for viewing in a text editor)

- Information about the owner of the document for traveling abroad (surname, given name, patronymic);

- Document for traveling abroad (series, number, validity period);

- Registration (from ____________ to ____________);

- Registration number (registration number in the information system of the internal affairs bodies).
