The administrative procedure is regulated by Resolution of the Ministry of Internal Affairs of the Republic of Belarus and the Ministry of Education of the Republic of Belarus No. 57/26 dated 26.02.2021 “On establishing the form of the invitation to study and the procedure for its completion” (including the “Instructions on the procedure for completing the invitation form to study for a foreign citizen and a stateless person”).
The administrative procedure is carried out with regard to:
- foreign citizens
- stateless persons
Parties interested in the administrative procedure
- Educational Institutions of the Republic of Belarus
The authorised bodies are the Citizenship and Migration Departments of the Internal Affairs Bodies of the Republic of Belarus
Competent authority is Ministry of Internal Affairs of the Republic of Belarus
An application for the administrative procedure can be submitted:
- through the unified portal of electronic services → E-Pasluga with strict authentication
- by personally contacting the registering authority → Territorial Citizenship and Migration departments
Sunday and Monday are days off for territorial departments for citizenship and migration.
To submit an application for the administrative procedure, you are required to:
1. log in to the UPES via the US IILE (using a valid private key, OKC issued by the RCC of the SPKMS, biometric identity documents as well as other methods of strict authentication available in the US IILE);
2. The administrative procedure will be available in your personal electronic account;
3. Fill out the electronic application form, attach the necessary documents and send the application to the authorised body for review and making an administrative decision.
Electronic application forms and invitations must be signed with an electronic signature!
Documents needed to fill out the application:
- Passport / Travel document
(information should be entered as it appears in the document):
- Only in Russian → write in Russian
- Latin alphabet available → use it
- Documents confirming the status of family members of a foreign citizen and stateless person - upon entry of family members.
Files (pdf, jpg, jpeg, png, tiff) — up to 10 MB in total
The decision is made within 7 days of the date of application
On a free-of-charge basis in accordance with legislative acts of the Republic of Belarus (laws, edicts, decrees of the President of the Republic of Belarus)
Legal entities (Educational Institutions of the Republic of Belarus) with regard to foreign citizens and stateless persons
The result of the administrative procedure is a notification of approval of the invitation.
Notification of acceptance of the application and the result obtained are reflected in the user’s personal electronic account on the unified portal of electronic services in the “My Services” section when viewing the previously submitted application
