An application for an administrative procedure can be submitted:

·         through the single portal of electronic services → Е-Pasluga with non-strong authentication

·         by personally visiting the registering authority → Territorial Citizenship and Migration departments

          The days off for territorial units for citizenship and migration are Sunday and Monday.

To submit an application for the administrative procedure, it is necessary to:

1. authorize on the UPES via not-strong authentication (by login-password or using external authentication services (Аpple, Google);

2. the administrative procedure will be available in the personal electronic account;

3.  fill in the electronic application form with the required documents attached and submit the application to the authorized body for consideration and administrative decision-making.

Features of obtaining: 

IMPORTANT! An application for the issuance of a document inviting a foreign citizen or stateless person to the Republic of Belarus must contain information about the invited person (surname, first name(s) in Latin transcription, citizenship (nationality), series and number of a document for traveling abroad and its validity period, date of birth) in strict accordance with the information specified in a foreign citizen's or stateless person's travel document (passport) used to enter the Republic of Belarus.

Documents on the basis of which the application is completed:

·         Passport of a citizen of the Republic of Belarus / Identification card of a citizen of the Republic of Belarus / Residence permit of a foreign citizen in the Republic of Belarus / Residence permit for a stateless person in the Republic of Belarus / Biometric residence permit for a foreign citizen in the Republic of Belarus / Biometric residence permit for a stateless person in the Republic of Belarus / Refugee certificate (data is entered as indicated in the document):

• Only in Russian→ write in Russian
• Latin available → use it
• IMPORTANT! The data must match the information provided when applying for a temporary residence permit

·         A document confirming the availability of funds to cover the expenses of the invited foreign citizen or stateless person during his/her stay in the Republic of Belarus and his/her departure from the Republic of Belarus, in the case where a foreign citizen or stateless person is invited from a country that is considered unsafe in terms of migration.

·         A document confirming payment.

The decision is made within:

·         10 working days from the date of submission an application;

·         5 working days from the date of submission an application – in case of issuance a document in an accelerated procedure;

·         1 working day from the date of submission an application – in case of issuance a document urgently

1 basic unit – additionally for the issuance of a document in an accelerated procedure;

3 basic units – additionally for the issuance of a document urgently

an administrative decision on refusal to accept the application of an interested person;

an administrative decision on refusal to implement the administrative procedure;
